Three Regulators, Not One Rulebook

And the National Police Agency, through prefectural police, regulates in-vehicle driver behavior under the Road Traffic Act, including a mandatory Safe Driving Manager (安全運転管理者) role and a phased alcohol-check requirement — visual checks from April 2022, breathalyzer checks from December 2023.
A fleet software vendor serving Japan genuinely has to speak to all three regulatory domains, since a platform built only around one — say, driver-behavior scoring for the police-enforced rules — leaves the MLIT and MHLW compliance layers untouched.
The April 2024 Restraint-Hours Reform
MHLW's 改善基準告示 (Improvement Standards Notification) hadn't been revised since 1997 until a December 2022 update took effect on 1 April 2024, tightening driver restraint-hour limits. Daily restraint time (拘束時間 — time on duty, not just time driving) is capped at 13 hours standard, extendable to a 15-hour maximum. A specific long-haul exception allows a 16-hour cap up to twice a week, but only when the entire week's runs are long-distance freight of 450km or more and the rest period falls somewhere other than the driver's home address. Annual restraint hours were also cut, from 3,516 hours down to 3,300.
The 2024 Problem: a Labor Shortage With the Same Deadline
The same date — 1 April 2024 — also marked the end of a five-year grace period on Japan's 2018 Work Style Reform Law, which extended the general overtime cap to truck drivers for the first time (a special 960-hour annual cap, still more generous than the 720-hour cap most other workers face, but a first-ever ceiling for an occupation that had none). The trade press coined this convergence 物流の2024年問題 ("the logistics 2024 problem") — two separate legal changes landing on the same date, both tightening how many hours a driver can legally work, arriving on top of an already aging, shrinking driver workforce. 運行管理 (unkō kanri, operation management) is MLIT's domain-specific term, distinct from the more general 車両管理 (sharyō kanri, vehicle management) that dominates Japanese SaaS marketing for what English-language sites would just call "fleet management." 動態管理 (dōtai kanri, dynamic/real-time position management) is the logistics-industry-specific term for live tracking. 拘束時間 (kōsoku jikan, restraint time) doesn't map cleanly onto a US hours-of-service concept — it covers total time on duty, not just time actively driving — so a US-trained buyer translating HOS rules directly into 拘束時間 limits will misread the actual constraint. デジタコ and アナタコ are the everyday abbreviations for digital and analog tachograph respectively, useful shorthand for reading Japanese vendor marketing.
Michibiki: Japan's Own Positioning Satellites, Improving GPS Rather Than Replacing It
Japan operates its own satellite positioning system, Michibiki (みちびき), officially the Quasi-Zenith Satellite System (QZSS) — a Cabinet Office program using satellites in a quasi-zenith orbit that sit high overhead specifically over Japan for extended periods, addressing the signal-blocking that tall buildings and mountainous terrain cause for standard GPS. For-hire trucks at or above 7 tonnes gross vehicle weight, or with 4 tonnes or more of load capacity, need a tachograph — but the carrier can choose between an analog or digital device, unlike the EU or Brazil, where digital is mandatory. MLIT has a standing council studying digital-tachograph adoption, with review continuing through fiscal year 2027, but no confirmed mandate date exists as of this writing. A vendor's marketing implying an imminent Japanese digital-tachograph mandate should be treated skeptically until MLIT actually sets one.
