A DQF is the set of documents a motor carrier must keep to show a driver is qualified to operate a commercial motor vehicle. The required contents are listed in 49 CFR 391.51 and include the application, MVRs, the road-test certificate, the annual review of driving record, and the medical certificate.
Most DQF documents must be kept for the duration of employment plus a period afterward, while some items (like the annual MVR) are kept for a rolling window. Retention periods differ by document — verify each against the current 391.51 retention rules.
Drug and alcohol testing records are generally maintained in a separate, secure file from the DQF for privacy reasons, but the DQF process should confirm the pre-employment test and Clearinghouse queries were completed. This checklist cross-references them so nothing is overlooked.
For CDL drivers, the medical certification result is typically posted to the MVR through the state, and a copy or the MVR showing the result is kept. For non-CDL drivers a copy of the certificate is kept in the file. Confirm the exact handling for your driver types.
