Under 49 CFR 391.31, a carrier must give a road test (or accept an equivalent, such as a valid CDL or a prior road-test certificate) before a driver operates a CMV. Confirm which equivalent your operation accepts and document the decision.
FMCSA allows a carrier to accept a valid CDL in lieu of a road test for certain vehicles, but not all. Many carriers still road-test every new hire for safety. Verify what 391.33 permits for your vehicle types.
The test should be given and evaluated by a person competent to do so. The examiner signs the certificate. Keep the form and the resulting certificate in the driver qualification file.
